UTILITY STUDIES

 

Feasibility Study of Building a Natural Gas Distribution System in the Northwest Territories, Canada

Developed 20-year load and price forecast for the residential, commercial, and power generation sectors as well as revenue forecast. Determined the pipeline route and equipment requirement as well as environmental requirements. Determined capital and operating cost estimates and completed a financial analysis to determine economic viability over other fuels.

 

Feasibility Study for Establishing and Operating Natural Gas System in the Emirate of Abu Dhabi, United Arab Emirates

Prepared a bankable techno-economic feasibility study of providing natural gas to residential, commercial, industrial, and CNG for vehicles applications in the Emirate of Abu Dhabi. Scope included market research, preliminary system design, facilities and organizational costing, financial analyses as well as policy, economic and legal/regulatory considerations. Client secured approval to proceed with US$300 Million gas distribution project, based on findings of study.

 

Kamchatka Energy Sector Development and Restructuring Program, Russia

World Bank project focused on developing the overall strategy for developing and restructuring the energy sector in the Kamchatka Region of Russia, with an emphasis on natural gas utilization. Scope included analysis of the major energy and project alternatives.

 

Kamchatka Region Administration, Kamchatka Region Gas Supply, Transmission and Distribution Systems Feasibility Study, Russia

Prepared a feasibility study for the supply of gas to two cities on the east side of the Kamchatka peninsula in Russia from gas fields on the west side of the peninsula. Completed a technical evaluation of gas fields, required processing plants, 400 km of 426 mm transmission pipeline, and distribution system including conversion of industrial, commercial and residential customers. Completed an environmental assessment, quantification of total demand, and financial feasibility

 

BC Gas Inc., Gas Distribution System Feasibility Study, Malaysia

Completed comprehensive analysis for client Petronas of feasibility of providing natural gas to serve industrial, commercial and residential customers as well as for vehicle applications. Scope of work included detailed market study, preliminary design and costing of distribution networks, recommended organizational structure and costing of ongoing operations, cost of service analysis, rate design, and recommended training programs in gas trades. Project lead to construction of major distribution system by Petronas.

 

Natural Gas Distribution Feasibility Study, Southern Provinces of Brazil

Analyzed the potential for utilization of natural gas in the industrial, commercial, domestic, power generation and transportation sectors. Evaluated alternatives sources of energy, gas supply and demand, economic viability of a gas distribution systems, preliminary system design, and development recommendations.

 

Lucknow Gas Distribution Feasibility Study, Gas Authority of India

Completed tech-economic feasibility of supplying natural gas to industrial, domestic, commercial, and CNG for vehicle customers in Lucknow, India. Completed market research, system and organizational design and costing, tariff design, and project implementation work plan.

 

Pre-Feasibility Study of the Gasification of the Arkangelsk Oblast Project, Russia

Completed an assessment of the economic feasibility of the “Gasification of the Arkhangelsk Oblast Project”.  This study included an assessment of the financial feasibility of the project including financing options, Net Present Value (NPV), Return on Investment (ROI), and Internal Rate of Return (IRR) analysis.  Identified sections of the existing project documentation requiring further revision in compliance with international standards.

  

Infragas, Gas Distribution System Technical and Economic Feasibility Study, Brazil

Study was conducted for a consortium of large industries and two utilities in provinces of Santa Catarina and Parana, Brazil to evaluate the feasibility of supply of natural gas to these entities.  Study included a gas supply and demand analysis and an evaluation of the feasibility of gas imports from Argentina and Bolivia.  The study encompassed a technical and economic analysis as well as recommendations for system conceptual design, tariff structure, customer service policy, requirements for skilled manpower, and materials requirements.

 

BC Gas Inc., Toluca and Tampico / Altamira Gas Distribution Systems Technical and Economic Feasibility Study in Mexico, Mexico

In preparation for a bid to own and operate the local gas distribution companies in these two cites in Mexico, together with Shell and a local Mexican contractor, prepared a complete technical and economic plan to distribute natural gas to residential, commercial and industrial customers.  System design consisted of steel pipeline, polyethylene distribution and service lines and related pressure reduction and metering stations

 

Ministry of Fuels and Energy of the Russian Federation, Environmental Management System Project for Russia’s Energy Sector, Russia

The aim of this CIDA funded project was to encourage Russia’s sustainable management of resources in the energy sector.  Prepared a baseline on existing Russian goals, regulations, practices and capacity in Environmental Management Systems (EMS).  Defined deficiencies in existing EMS and developed a revised EMS framework.  Developed an EMS curriculum within Gubkin Institute in Russia and delivered a pilot program to industry in the gas sector.

 

World Bank, Perum Gas Negara Privatization Study, Indonesia
Completed an assessment of Perum Gas Negara’s (PGN) existing gas supply reserves and deliverability as well as alternative gas supply options.  This study also included an assessment of adequacy of existing gas transmission lines, options for system expansion and rationalization.  Identified key technical competencies, business competencies, and functional areas in PGN which could most effectively be strengthened to prepare PGN for privatization and to enhance its attractiveness for investment.

 

Slovensly Plynarensly Priemysel (SPP), Review of Natural Gas Distribution System Metering, Slovakia
Project was a component of World Bank funded Slovakia Gas Infrastructure Development Preparation Study.  Completed a review of metering applications and requirements including future requirements for metering capacity, accuracy, frequency of data collection, data handling, and analysis methods.  Recommended types of meters and improvement to meter repair shop repair, proving and certification procedures

Front End Engineering Design (FEED) for the Natural Gas Distribution System in the Emirate of Abu Dhabi, United Arab Emirates

Completed a load survey of the residential, commercial, and industrial market segments to determine 20-year peak demand and annual demand forecast. Prepared the design standards and procurement documents. Completed pipeline and facilities capacity requirements and routing. Developed marketing and communication plan and safety plan.

 

Sharjah Gas Distribution Project, United Arab Emirates

Designed and managed the construction of natural gas distribution system with total capital value of  $110 million to serve 85,000 industrial, commercial, and residential customers

 

Azerigaz, Azerbaijan - World Bank Azerbaijan Gas System Rehabilitation Project Metering Assessment

Developed a detailed costing and engineering appraisal of the metering components to be financed by the World Bank. Reviewed the proposed list of meters to be replaced or newly installed at un-metered locations. Inspected selected sites and regional distribution companies to assess the condition, operation and related technical considerations. Recommended a plan to insure the most efficient implementation of the metering program.


Romgaz Rehabilitation and Modernization Project, Romania

Provided project engineering management and supervision services, installation of SCADA and telecommunication for the transmission system, conducting a distribution diagnostic study and replacing over 1000 km of severely corroded distribution network steel pipelines with polyethylene (PE) pipes.

 

Ego Genel Mudurlogo (EGO), Gas Distribution Project, Turkey

Provided market survey and analysis, engineering design, procurement, project management, commissioning, SCADA system design and personnel training for the Ankara Phase II natural gas transmission and distribution project.  The project scope specifies 19,100 meters of high pressure steel pipelines, 3 high pressure regulator stations, 90,420 meters of steel medium pressure steel lines, 59 medium pressure district regulator stations, 412,670 meters of low pressure polyethylene and steel lines, 450,380 meters of service lines with the minimum number of services to customers’ premises being 33,800, and installation of a modern SCADA system.

 

Transmission and Distribution Networks Expansion Project, Lithuania

Market survey and analysis, engineering design, procurement, construction project management, commissioning and personnel training for the distribution system components and construction project management and commissioning for the transmission system components of the project.  The project involved the construction of 4 transmission pipelines totalling 159 km with diameters from 350 mm to 600 mm and installation of distribution networks in 17 towns and for the supply of natural gas to consumers in four geographic locations in Lithuania.

Ente Nacional Regulador del Gas (ENARGAS), Argentina - Audit of Capital Investments Made by the Natural Gas Transmission and Distribution Companies in Argentina

Audited technical and financial aspects of capital expenditures by two transmission and eight distribution companies.  Provided three major audit reports covering the financial and technical aspects related to the investments.  Provided technical assistance for evaluating the appropriateness and the quality of these investments.

 

Medellin Transmission and Distribution Project, Colombia

Provided market survey and analysis, network analysis, engineering design and SCADA system and emergency system design for a natural gas system for the City of Medellin with 2 million inhabitants.  The system consist of 104 km of distribution mains from 600 mm to 100 mm, 32 district regulation stations from 19 to 4 bars and 4,220 km of medium density polyethylene networks operating at 4 bars.  The expected demand is about 2.5 million cubic meters per day.  All of the gas network is provided with an advanced SCADA system.

Technical advice in (a) pre-qualification or pre-selection of the companies having technical experience, competence and financial resources to bid on the operation and maintenance of Sebastopol-Medellin Trunk Gas Pipeline, (b) preparation of the bidding and contract terms and conditions and (c) analysis and evaluation of submitted proposals.

  

Gas Malaysia Sdn. Bhd., Tariff Review Study, Malaysia
Comprehensive study of, and recommendations for, improvements in Gas Malaysia tariff strategy and structure.  Completed an evaluation of Gas Malaysia’s existing tariff structure and identified possible rate design, tariff strategies, and modifications to ensure cost recovery and effective market penetration.  To evaluate the gas price, an indexation mechanism was used.  Involved the identification of data requirements for cost of service and marginal cost studies.

Petroliam National Berhad, Malaysia - Natural Gas for Vehicles (NGV) Infrastructure Development, Malaysia
Project management consultant to assist Petronas in implementing a commercial NGV program.  Provided refueling station engineering, design, and construction services as well as marketing program development, training and development of safety standards.

 

Corpoven, S.A., - Natural Gas Vehicle (NGV) Infrastructure Development, Venezuela
Assisted Corpoven, a subsidiary of Petroleos de Venezuela S.A., the state owned energy company, in the international bidding process for the acquisition of turnkey NGV filling stations.  Provided technical advice on compressor and dispenser requirements.  Prepared all the bidding documents and advised Corpoven on the selection of the most economic equipment for over 200 filling station program.


Safety Issues and Institutional Factors in the Compressed Natural Gas Industry in Pakistan
As Project Manager, oversaw all work from consultants. Provided CNG/NGV expertise to the government of Pakistan.  Assessed the CNG industry in Pakistan and provided practical recommendations for industry regulations and guidelines, performed station inspections in a timely manner, provided recommendations for systems of vehicles, checked and re-validated kits and cylinders, and transferred industry expertise to local Pakistani counterparts.


Hungarian Oil & Gas Co. Ltd., NGV Feasibility Study, Hungary
Feasibility study on the utilization of compressed natural gas (CNG) as a transportation fuel in Hungary.  Included market survey of the types and numbers of transit buses, taxis, and commercial fleet vehicles suitable for conversion to CNG.  Study included an analysis of the relative economics of CNG use versus gasoline and diesel.  Provided recommendations for filling station location, conversion logistics, and implementation plan.

Completed a feasibility study of NGV in Slovakia which included recommendations of the feasibility of World Bank funding for transit bus demonstration project.  Reviewed existing NGV facilities & regulations.  Prepared vehicle conversion technologies and refueling programs.  Completed an environmental assessment of converting to NGV as well as reviewed natural gas pricing to establish inputs for financial modeling of NGV economics.  Prepared economic analysis and economic viability from macro economic, refueling station owner’s, and vehicle owner’s point of view for private cars, taxis, light truck fleets, heavy truck fleets, transit bus conversion fleets, and dedicated engine transit bus fleets.

OPERATION & MAINTENANCE

 

Oman Operations and Maintenance Project, Oman

Working with another Canadian company and local Omani company, operated and managed the maintenance of natural gas transmission lines, compressor stations, and pressure reducing station in Oman for 3 years. The project included 800 km of existing high pressure pipeline, 1,800 km of pipelines under construction serving industrial customers and a power plant. Scope included training of Omani operations personnel of the client, Omani Gas Company (OGC) and transfer of operations to OGC after completing the training. Project was completed with perfect safety record and ahead of schedule

 

Dar es Salaam Industrial Gas Supply Project, Tanzania

During phase 1 of this project, designed, built, operated, and managed the natural gas system to service industrial customers.

 

Erzurum & Gebze Natural Gas Distribution Project, Turkey

Provided all engineering, procurement and construction of both distribution systems concurrently with a joint venture partner. Operated and maintain both systems for a period of five years through the joint venture. Provided consulting services to obtain the required financing for the projects. The distribution system in Erzurum will consist of 243 kilometres of mains, connecting 33,470 customers over three years.  The distribution system in Gebze consists of an existing system of 40 kilometres of pipeline transferred from Botas, along with 47 industrial customers.  This system is expanded by a further 211 kilometres of mains to reach an over 24,000 additional customers over five years.

Developed and delivered a comprehensive gas trades training program in Malaysia over a two year time period. Developed and implemented curriculum in Malaysian technical training institute in conjunction with Canadian technical training institute and natural gas industry companies. Project was later replicated with Department of Vocational Education in Thailand.

 

Gas Utilities Management Twinning Training Project, Volgograd Gas Company, Russia

Delivered comprehensive training and institutional capacity building program for management personnel from Volgogradgorgas focusing on technologies to assist Volgogradgorgas to operate as an efficient investor owned utility. Used a twinning training approach using personnel from Canadian investor-owned gas utility.

  

Gas Malaysia Sdn. Bhd., Strategic and Implementation Plan for Training and Human Resource Development, Malaysia

Reviewed Gas Malaysia’s corporate strategic objectives, business area objectives, and plans.  This information was used to identify gaps in key skill sets required by Gas Malaysia personnel in order to achieve these objectives.  Developed a phased program for employee recruitment, development, and training to address these requirements.

Developed a customized training program in the design of all components of a natural gas distribution system including hydraulic analysis and system modeling, design of steel and polyethylene distribution mains and service lines, district regulator and pressure reducing stations, and customer metering.  Program was delivered to 10 Gas Malaysia engineering personnel in Kuala Lumpur.

Developed a personalized, in-depth training course for professors from the Engineering Faculty at the Universiti Teknologi Malaysia (UTM) in the theory and practice of gas transmission and distribution engineering to assist in UTM’s subsequent development of a gas engineering program.

Included the execution of an advanced training course to PDVSA engineers to provide them with the required capacity in NGV equipment development and installation.  Achieved a correlation between Canadian and Venezuelan NGV codes and standards.

Provided training programs in NGV to key personnel to familiarize them with current NGV technology, installation techniques, codes, and standards.  Completed an evaluation of the existing conversion process in Caracas and a sampling of converted vehicles.
